Tasks

The state media authorities are engaged in promoting the German dual broadcasting system. They cooperate in licensing, controlling and promoting national commercial broadcasting as well as on issues which are of principal relevance across state borders. In particular, they ensure that there is a level playing field for the regulation of national commercial television and radio in Germany.

The remit is specified in the contract on the cooperation of the state media authorities in the Federal Republic of Germany ("Vertrag ueber die Zusammenarbeit der Arbeitsgemeinschaft der Landesmedienanstalten in der Bundesrepublik Deutschland - ALM-Statut") of 17 March 2010. It comprises:

  1. safeguarding the interests  of the authorities in the national and international broadcasting sectors,

  2. exchanging views and opinions with broadcasters,

  3. dealing with matters of common relevance beyond licensing and controlling in the audiovisual media sector, in particular issues relating to content, legislation, research, media literacy and funding,

  4. commissioning expert surveys relating to issues of principal relevance for the remits of the member authorities,

  5. monitoring and analysing content developments as well as developing positions and related reports on findings,

  6. cooperating in planning and technological projects.
